Lawrence Mitchell, husband of St. Martinville Mayor Melinda Mitchell, has been issued a summons.
Mitchell was issued a citation Sunday, accused of criminal trespassing on city property.
The incident happened Tuesday, when Mitchell allegedly went through the city's utility payment drive-through to complain about his water bill, which was higher than usual, said Chief Ricky Martin.
Security video allegedly shows that Mitchell got out of his vehicle, tapped on the glass and yelled at the clerk working there, the chief says. The clerk was frightened called police, he said.
Mitchell is accused of trespassing because the city council passed a resolution a few months ago that forbids him from being on city property for anything other than social events, Martin explained.
This is not the first time Mitchell has had legal run-ins on city property or while engaging with city employees. For a time there was a protective order forbidding him from being near some city employees and property, and he was accused of violating it at least once.
He was captured on tapeshouting expletives at a police officer last year, and one council member even threatened to resign over the conflicts with Mitchell.
