LAFAYETTE, La. — There are four men running for Louisiana's 3rd Congressional District seat in Congress, and KATC Investigates has pulled their federal campaign finance reports.
The district includes Acadia, Calcasieu, Cameron, Iberia, Jefferson Davis, Lafayette, St. Martin, St. Mary and Vermillion parishes along with portions of St. Landry Parish.
The men running for the seat are "Rob" Anderson, a Democrat from Sulphur; Braylon Harris, a Democrat from Lake Charles; Clay Higgins, the incumbent, a Republican from Lafayette; and Brandon LeLeux, a Libertarian from Lake Charles. A forum for the race will be aired on KATC on October 22 at 7 p.m.
All people running for federal office are required to file campaign finance reports with the Federal Election Commission. There are different deadlines and filing requirements, depending on the type of candidate.
For congressional candidates, the following deadlines have passed already this year: Year End 2019 report - January 31; April Quarterly - April 15; July Quarterly - July 15; October Quarterly - October 15.
The Pre-General report is due Thursday, Oct. 22. After that, there's no report due until December.
Here's what we've found on each candidate. As they were above, they will be listed alphabetically.
"Rob" Anderson has filed reports for the period 08/01/2019 to 03/31/2020, the FEC's website indicates. Here's the link to his page.
According to the data on the site, Anderson has raised $63,616.76 which is all individual contributions. His report reflects no party contributions, and no contributions from other candidates or PACs. His report reflects no loans to his campaign. So far, he has spent $48,015.16. Most of that has gone to fundraising expenses, campaign expenses like equipment and rent, and salaries for Anderson, his campaign manager and assistant campaign manager. The campaign has $2,616 on hand, the report states.
Braylon Harris has filed reports for the period 07/01/2020 to 09/30/2020, the FEC's website indicates. Here's the link to his page.
According to the data on the site, Harris has raised $16,340.09. Most of that amount, $14,090.09, is made up of individual contributions. The report also indicates a loan, of $2,250.00. The report does not indicate from whom the loan was received - but it is listed under "other" loans, not as a loan from the candidate himself. So far, he has spent $7,584.27. The report does not show any receipts for disbursments. The campaign has $8,755.82 on hand, the report states.
U.S. Rep. Clay Higgins has filed reports for the period 01/01/2019 to 09/30/2020, the FEC's website indicates. Here's the link to his page.
According to the data on the site, Higgins has raised $720,494.76. Most of that, $507,327.65, is made up of individual contributions. Another $205,800.00 comes from PACs and other congressional campaigns. There are no loans. So far, Higgins has spent $517,356.74. Most of that has gone to fundraising expenses, supplies and accounting; consultants for fundraising, media and social media; advertising and media buys; and campaign expenses like meals, gifts, event sponsorships and lodging. The campaign has $243,826.03 on hand, the report states.

The FEC website has almost no information on Brandon LeLeux. There is one document, dated June 2, which provides his campaign's FEC number, an address and a bank account, but no other information. LeLeux indicates that he is the custodian of records and the treasurer of the campaign. The FEC page says there is no data for his campaign; nevertheless here is the link to the page.
According to the FEC, LeLeaux has until 11:59 p.m. on Thursday, Oct. 22 to submit his campaign filings. However, he may not be required to do so if his contributions and expenditures fall below $5,000.
