State Police have arrested a man in connection with a Rapides Parish crash that left a bicyclist dead.
Carl Delaney, 27, of Otis, was booked with failure to report a crash, hit-and-run driving, switched license plate, driving under suspension, obstruction of justice and negligent homicide.
The crash happened on La. 121 on Friday morning. State police were called to the highway's intersection with Valentine Lake Road and found that Christopher Richey, 35, of Elmer had died in a crash.
Troopers say Richey was riding a bicycle northbound, on the edge of Louisiana Highway 121, when he was struck by an unknown vehicle. Richey sustained severe injuries and was pronounced dead on the scene.
