Fire at substation knocks out power to city

Crews are working to restore power after an fire at the main substation knocked out electricity across the city.Mayor Pro Tem Francis Touchet says a pole at the substation caught fire, causing the outage.  He says workers have cut that pole and are reestablishing the line to end the citywide outage.Touchet says he expects power to be restored before 9 p.m.
